SA U.S. CONGRESS HEARINGS, ISA SI MARCOS SR. SA POSTER BOYS NG CORRUPT DICTATORS

Hindi lang pala tinawag na corrupt si Ferdinand Marcos Sr. sa US Congress nung pre-EDSA at nung 1987 hearings. Yun pala, itinitindig din si Marcos bilang isa sa mga poster boys ng corrupt dictatorships. Ka-linya niya ang mga corrupt dictators na sina Mobutu of Zaire, Baby Doc Duvalier of Haiti, Slobodan Milosevic of Yugoslavia, Suharto of Indonesia and the Taliban of Afghanistan.

Maaalala po natin na noong 2004, si Marcos ang nakalagay na second most corrupt na leader ng Transparency International. Kahit saang usapan ukol sa corruption ng national leaders, sapul na sapul ang discussion sa pagnanakaw ni Marcos sa Pilipinas. Impliedly, ang lesson sa taumbayan at governance experts: how to prevent a Marcos-type from stealing from the people.

Sa napaka-pormal na sesyon ng U.S. Congress, nagsulong ang mga mambabatas ng mga pagbabago sa US laws upang matulungan ang mga citizens ng developing countries na mabawi ang nakaw na yaman nila sa mga diktador na namuno sa kanilang bayan. Para sa mga bansang dumaan sa diktadurya, pinag-usapan sa US Congress ung paano makakatulong ang U.S. government sa recovery ng stolen assets kahit pa ang major elements ng corruption technically ay nangyayari sa ibang bansa at hindi sa U.S.

Mahirap talaga ang ganitong usapan. Usually decades ang kailangan bago para ma-address adequately yung napakaraming technical issues gaya ng jurisdiction, location of the assets, procedures for recovery. Sa UN at sa EU, pinag-uusapan din ito at meron na ngang “best practices” na tinatawag para tulungan ang mga bansa gaya ng Pilipinas na nakaranas ng pandarambong ng isang diktador.

Ang highlight natin dito sa poster ay ang statements ni Chairman Congressman Spencer Bachus at ang kanilang resource speaker na si Professor Michael Chege na inihahanay si Ferdinand Marcos, Sr. sa mga kilalang corrupt dictators. Ang sabi pa nga ni Chairman Bachus, paano ba aayusin ang mga laws at mutual assistance ng mga bansa, kasama na ang mga banks at international organizations para tulungang mabawi ang mga ninakaw sa mga mamamayan (gaya ng mga Pilipino) ng mga corrupt dictators gaya ni Marcos?

Sa hearing po, ito rin ang nag-stand out na advice sa committee ni Professor Michael Chege:

“Let us never forget the courageous people who work in these countries to fight these dictatorships. Please, let us support democracy, transparency, accountability, civil rights, human rights. The most effective firewall against dictators who steal from their own people is democracy.

“Democracy, Mr. Chairman Spencer Bachus, is good for your pocket. It is good for mine. It is good for the poor people in those countries. Democracy empowers people to fight so that their taxes are not stolen. It empowers them so that they can write stories when the dictators steal money. It encourages them to shame
their leaders when they fail to act.”

Sinumang magiging pangulo sa Pilipinas ay kailangang harapin ang fundamental question na ito: Paano ba mababawi ang ninakaw na yaman ng mga Pilipino, na consensus ng international authorities ay nangyari, ni Ferdinand Marcos, Sr.?

Alalahanin rin po natin ang dapat gawin ng malayang taumbayan ayon kay Professor Chege:

write stories when the dictators steal money
shame your leaders when they fail to act to recover what has been stolen
for both prosperous nations and poor nations, remember that democracy is always good to prevent taxes from being stolen
democracy is good for the people except for corrupt dictators and those who benefit from them.
